Minnesota Sues Texas Gov To Compel Extradition Of ICE Officer Charged In Shooting

Minnesota Attorney General Keith Ellison sued Texas Gov. Greg Abbott, seeking a federal order compelling Abbott to sign an extradition warrant for ICE agent Christian Castro, who is charged in Minnesota with assault and falsely reporting a crime after allegedly shooting Julio Cesar Sosa-Celis through a door in January and then blaming him for an attack that prosecutors say didn't happen.

Ellison warns Castro could be released from a Cameron County, Texas jail as early as Aug. 26 under a 90-day detention limit, and says jail calls show Castro discussing marrying a woman in Mexico and buying a house there once freed — a border town exit Ellison notes requires no meaningful checks leaving the U.S.

Abbott, a Trump ally, has said he has no intention of responding to Minnesota's extradition requests and instead pointed to his own state's investigations into fraud in Minnesota's social service programs, offering no legal basis tying that to the extradition question.

Abbott's non-answer — bring up unrelated Minnesota fraud probes instead of the extradition warrant sitting on his desk — is the kind of deflection that would get a student sent to the principal's office, except here it might let a man accused of shooting someone through a door make it to Mexico first. Federalism is supposed to be a system, not a stalling tactic with a countdown clock.
