A federal judge in Massachusetts rebuked the Trump administration after the U.S. Postal Service issued a final rule Friday requiring redesigned mail-ballot envelopes and state voter data, directly contrary to her Aug. 11 injunction barring such changes before the midterms.

Judge Indira Talwani noted the administration never appealed or sought a stay of her injunction before publishing the rule anyway, with a Federal Register date of Aug. 26 — just over two months before the election.

Voting rights groups led by the League of Women Voters of Massachusetts filed an emergency motion asking Talwani to enforce her order, while the administration told the Supreme Court the rule's issuance justifies overturning the injunction altogether.

Issuing a rule you insist has zero effect while a court order against it is in force is either a masterclass in restraint or an attempt to see what you can get away with before anyone notices. Given the source, restraint seems like the less likely explanation. The judge, notably, is not buying the 'nothing to see here' routine either.
