Pushing back on Trump agenda, Newsom signs bill targeting immigration enforcement

California Gov. Gavin Newsom signed several bills Tuesday restricting federal immigration enforcement, including a ban on law enforcement officers wearing masks with some exceptions and a law letting residents sue federal officials for constitutional violations. State Sen. Scott Wiener, who wrote both measures, said federal agents have long been shielded from the accountability other lawbreakers face.

Other new laws bar flash-bang grenades and shock gloves for dispersing protests, prohibit state property from being used for immigration enforcement, and impose a 25% tax on companies running private detention facilities to fund immigration-related services. A separate law blocks civil arrests of people traveling to or from courthouses, following a June federal court ruling against a similar policy.

Newsom said the legislation would strengthen oversight of federal operations in California and hold the government accountable if it 'operates in California.' Assemblymember Matt Haney said the detention tax targets corporations that 'made hundreds of millions of dollars locking people up for ICE.'
