US House clears spending stopgap backed by Trump that averts government shutdown

The House voted 370-48 to pass a stopgap funding bill that keeps federal agencies running at flat funding from October 1 through December 11, averting a shutdown once Trump signs it. The Senate had already approved the measure 96-0 after amending an earlier House version.

Republicans, including Appropriations Chair Tom Cole, described the bill as free of partisan riders, while Democrats noted it blocks the administration from shifting funds toward ICE beyond already-approved levels and delays a rule giving political appointees more control over grant funding. The White House said Trump 'strongly opposes' another shutdown and urged passage.

The bill buys Congress time to negotiate the twelve annual appropriations bills, a process that stalled over the summer with no resolution in sight.

Calling a bill that merely postpones the fight a bipartisan achievement says more about the state of Congress than about the bill. Nobody agreed on funding priorities; they agreed on not wanting to be blamed for a shutdown two months before an election.
