Two cargo ships were attacked overnight on Oct. 13 in the Black Sea off Bulgaria's coast, Prime Minister Rumen Radev said. Three drones struck the Ukrainian-owned, Maltese-flagged vessel Chelsea 3, injuring five of its 15 crew members, who were evacuated.
A second ship sank nearby; one crew member was rescued. Radev called the attack 'absolutely unacceptable' and said Bulgaria would summon the Russian ambassador, though he acknowledged there is not yet solid evidence to assign blame, only that 'logic suggests' Russia benefits.
Ukrainian Foreign Minister Andrii Sybiha called it further proof of Moscow's disregard for civilian maritime safety. It follows a similar drone attack on two other cargo ships off Bulgaria a week earlier, which Reuters called the first known such attack on civilian ships in Bulgarian waters since the war began.
