The order amends a 2012 national defense resources order to add the Secretary of the Interior alongside the Secretary of Energy in wielding Defense Production Act authorities over energy production, each empowered to act independently of the other. It also creates a new dispute-resolution path routing energy disagreements to the National Energy Dominance Council, and national-security-adjacent disputes to both that council and the National Security Council in coordination with the Department of War.
The order's boilerplate insists it creates no enforceable rights and that Interior foots the bill for its own publication, standard legal throat-clearing that accompanies most redistributions of federal emergency authority.

Renaming committees and adding a second Secretary with independent authority sounds dry until you remember these are the levers used to commandeer production in a genuine emergency. Doubling up who can pull them, with a brand-new council standing by to referee, is the kind of change that gets buried in an amendment to an amendment on purpose. Nobody holds a press conference to announce they've quietly widened who gets to declare an emergency.
