The International Organization for Migration says nearly 1.8 million people in Gaza will go through winter without adequate protection from rain, flooding and cold, with more than half of all tents and makeshift shelters in such poor condition they need replacing.
The agency says only 17% of identified winter shelter needs are currently covered, and roughly 8,600 pre-positioned emergency shelter kits remain blocked from entering Gaza at Israeli crossing points. A building collapse in Gaza City last month killed 21 people, including 12 children, in what the IOM cited as evidence of the risk posed by war-damaged structures families are now forced to live in.
