Activists in Mozambique describe a country where the lack of criminalizing laws against LGBTQ+ people masks discrimination in schools, health facilities, workplaces and online. Trans people and LBQ women report exclusion through institutional neglect rather than open persecution, including school curricula stripped of any references to sexual orientation.

Economic precarity, inconsistent healthcare categorization, and online harassment compound the problem, activists told Global Voices. One interviewee objected to being labeled a 'key population' rather than recognized by name, while violence against lesbian women is often recorded only as generic gender-based violence without regard to motive.
