Zelenskyy: Major Russian refinery shuts down after Ukrainian drone strikes

President Volodymyr Zelenskyy said Ukraine's military intelligence has evidence that a major oil refinery in Kstovo, Nizhny Novgorod Oblast, has shut down following Ukrainian drone strikes, citing a briefing from HUR chief Oleh Ivashchenko. He said certain categories of Russian exports fell 80% in August alone, calling the losses tangible for both federal and regional Russian budgets.
