An Australian-led study in Proceedings of the National Academy of Sciences finds the UN's goal of protecting 30% of the ocean by 2030 is running roughly 28 percentage points behind reality. Researchers analyzed fish populations across 552 marine protected areas and concluded that fewer than a quarter of them deliver measurable conservation results, largely because fishing restrictions go unenforced.

The gap between claimed and actual protection is stark: UN member states report 9.8% of oceans protected under the Kunming-Montreal framework, but the study estimates true meaningful protection at under 2% if shallow reefs are representative. The United States, notably, has never ratified the underlying Convention on Biological Diversity despite Bill Clinton signing it in 1992.

Researchers warn that counting protected area on a map without checking what happens beneath the surface is like tracking climate policy without ever measuring carbon dioxide. Enforcement remains up to individual nations, which the study suggests amounts to a lot of self-grading.

A line on a map calling water protected doesn't stop a boat with a net from showing up. This is what happens when the paperwork and the fish stop keeping the same schedule. You can hang a sign on a hundred rivers and call them wildlife sanctuaries, but the trout won't read it any better than they read the treaty.
