Lithuania's parliament gave first-reading approval to a constitutional amendment that would remove the country's ban on stationing nuclear weapons, with 106 lawmakers in favor, 18 opposed, and six abstaining. A final vote requiring 94 votes is scheduled for January 12, with Seimas Speaker Juozas Olekas framing the move as strengthening deterrence and equalizing Lithuania's status with other NATO members.
Kremlin spokesman Dmitry Peskov responded that Russia will take all necessary measures and called any such move a step toward escalation, without specifying what those measures might be. The exchange follows months of Russian officials, including Dmitry Medvedev, threatening Lithuania over the same constitutional debate.

A country voting on its own constitution gets lectured about escalation by a government that invaded its neighbor. The amendment still needs three more months and a bigger majority to even pass, so everybody threatening everybody else is arguing about a hypothetical. Peskov's measures have a way of staying exactly as vague as they are loud.
