Ukrainian drones struck the Lukoil-Permnefteorgsintez refinery on August 21, causing a fire that halted operations, according to industry sources cited by Reuters. One primary crude unit accounting for 40% of capacity was shut down, while a second unit representing 34% of capacity has already been idle since late July.

The refinery ranks seventh in Russia by volume and has been hit repeatedly since spring, briefly halting entirely in May. The strikes are part of a broader campaign against Russian oil infrastructure that has driven gasoline price hikes and regional sales limits across the country this summer.
