Russia's Prosecutor General's Office has asked the Netherlands and other countries to detain and extradite ICC President Tomoko Akane and eight other current and former court officials, including former chief prosecutor Karim Khan, who sought the arrest warrant against Vladimir Putin over the deportation of Ukrainian children. A Moscow court convicted all nine in absentia in December 2025, handing down sentences of 3.5 to 15 years for charges including unlawful detention.
Russia is not a party to the Rome Statute and does not recognize the ICC's jurisdiction. Japan formally protested the move against Akane, a Japanese national, with Prime Minister Sanae Takaichi reaffirming support for the court, while the ICC has previously ruled that Mongolia violated its obligations by failing to arrest Putin during his 2024 visit there.

Russia wants a country to arrest a judge for doing her job at a court Moscow insists has no authority over it in the first place. That is the legal equivalent of suing your neighbor in a courthouse you've already told everyone doesn't exist. The request will go exactly as far as Mongolia's did, which is to say nowhere, but it makes for a fine show of teeth.
