Ukraine's agriculture minister Taras Vysotskyi told the Financial Times that intensified Russian attacks on freight trains have left the country with almost no reserve locomotives, complicating the movement of grain and ore, its main exports. Ukrainian officials are now negotiating with European allies for locomotives compatible with Ukraine's wider rail gauge.
The locomotive shortage compounds damage already done to Ukraine's port infrastructure, which has severely hampered grain exports. Vysotskyi estimated Ukraine stands to lose at least $8 billion between June 2026 and June 2027 if the ports remain closed.
