The Senate left Washington for its campaign break with government funding, a farm bill, the defense authorization act, and other major legislation still unresolved, not returning until Nov. 9 for a lame-duck session. Lawmakers missed the Oct. 1 deadline for all 12 appropriations bills and instead passed a stopgap measure good until mid-December.

Agriculture Committee Chairman John Boozman said serious farm bill negotiations likely won't start until after the election, suggesting partisanship eases once nobody has to hand the president a pre-election win. One bipartisan bright spot, an infrastructure permitting overhaul from Sens. Capito, Whitehouse, Lee, and Heinrich, is expected to be first up when senators return, though unresolved fights over wind and solar permitting remain.

Senators left town with the funding bill, the farm bill, and defense policy all sitting half-finished on the table, the way you'd leave a fence half-mended because the ballgame's on. Boozman's own quote gives the game away: things get easier to negotiate once nobody has to hand the other side a win. That's not gridlock, that's a strategy, and it's been running longer than most of these senators' careers.
