



GAO reports that the Defense Department's effort to modernize GPS remains behind schedule, with the 2026 cancellation of the Next Generation Operational Control System creating fresh risk for launching and operating new satellites. In response, the military is building backup navigation systems, including receivers that use non-GPS satellites and, remarkably, automated star and sun observations, in case GPS itself goes down.
The Air Force's new M-code receiver cards still face integration headaches, forcing the Navy to cobble together an interim fix, while the Army and Navy have had better luck fielding receivers in vehicles and ships. A congressionally mandated PNT Oversight Council can recommend budget alignment but cannot force the services to actually align their budgets.
GAO's three recommendations amount to asking each military department to check whether consolidating its efforts would help, which DOD has agreed to consider.
