The U.S. and Europe are reportedly developing a joint proposal for ending the Russia-Ukraine war, built around financial incentives and security guarantees for both Kyiv and Moscow, according to Washington Post columnist David Ignatius. An unnamed U.S. official described the approach as making the problem 'bigger' so both sides can see a postwar picture worth conceding toward.
European leaders publicly criticized a Trump-brokered diesel deal with Putin even as they continue backing the diplomatic track run by envoys Jared Kushner and Steve Witkoff. Reuters separately reported the envoys met Ukrainian representatives in Miami, framing the diesel deal as a goodwill gesture meant to draw Russia back to the table.
At that same meeting, Witkoff and Kushner reportedly acknowledged Putin isn't ready to negotiate an end to the war, with a Kremlin-adjacent source telling Reuters he intends to finish capturing the Donbas first.

Telling the press you're outraged about a deal while your diplomats keep working the same channel is a move as old as politics itself, like scolding your neighbor's dog in front of him and then handing it a biscuit after he's gone. The plan sounds reasonable right up until you notice one side says it won't come to the table until it's done taking more ground. A framework for peace that waits on more war first is just a plan with its timeline left blank.
