Vladimir Putin declined to rule out strikes on British military facilities during a September 2 news conference, calling the prospect a 'military secret' when pressed. He reaffirmed that any British-linked military facilities in Ukraine remain 'legitimate targets,' while also questioning whether such facilities exist there at all.

The remarks follow British Prime Minister Andy Burnham's approval of technology transfer to help Ukraine produce Storm Shadow cruise missiles, after which a Kremlin adviser floated a 'semi-military response' against British drone manufacturing sites. Russia's Foreign Ministry separately warned Britain it 'will not be able to evade responsibility' for the missile technology transfer.

Calling a threat a secret is a neat trick, since it lets you make the threat and deny making it in the same breath. The pattern by now is familiar: warn vaguely, deny specifics, repeat until someone flinches. Nobody in Moscow seems in a hurry to name a target, and that vagueness is doing the exact job it was built to do.
