The Justice Department sued Hawaii, Arkansas, Utah and the District of Columbia on Thursday, arguing their laws granting in-state tuition to immigrant students without legal status violate federal supremacy law by disadvantaging U.S. citizens from other states.
This brings the administration's total count of such suits to 25, following earlier wins in Kansas, Texas, Kentucky, Oklahoma, Nebraska and Illinois. Associate Attorney General Stanley Woodward Jr. framed the campaign as ending preferential treatment, while Arkansas's attorney general signaled it would likely not contest the suit.
Officials in Hawaii, D.C. and Utah had not yet responded to the filings, leaving the department's characterization of the dispute as the only account on record for now.

Twenty-five lawsuits over the same theory in state after state isn't law enforcement, it's a marketing campaign with a docket number. When a state's own attorney general rolls over before reading the fine print, you have to wonder how much of this was ever a legal question at all. Either way, some 13-year-old in a dorm room is about to find out that Washington cares a great deal about her tuition bill and not at all about her actual education.
