Ukrainian military intelligence (HUR) reports that Russian Deputy Prime Minister Marat Khusnullin has overseen occupied Ukrainian territories since 2022, replacing Dmitry Kozak, who according to prior New York Times reporting privately warned Putin the invasion was a mistake before losing influence.

The specialized working group Khusnullin leads meets weekly in Moscow and includes FSB officials, ministers, and occupation administrators; its directives are described as legally binding and unappealable. HUR says the group's chief activities include seizing Ukrainian property, real estate, and grain for re-registration to Russian ownership.

The intelligence agency also links the administration to forced resettlement, engineered shortages, and blocked access to information as tools to displace the Ukrainian population in occupied regions.

A shadow government that answers to no court and can't be appealed is just a government with better manners about hiding it. Swapping out the one official who quietly doubted the war for one who presumably doesn't tells you plenty about which way Moscow wants this to keep going. Nobody voted on any of it, which was rather the point.
