An oil refinery in Perm halted operations after a Ukrainian drone strike overnight on September 25, according to Reuters, citing industry sources. Regional governor Dmitry Makhonin confirmed an attack on an 'industrial site,' which local media identified as the Lukoil-Permnefteorgsintez refinery, where a fire broke out.

The plant is Russia's seventh-largest refinery by output, having processed 12.6 million metric tons of oil in 2024, yielding 2 million tons of gasoline and 5.3 million tons of diesel.
