Ukraine to resubmit parcel tax bill tied to billions in EU and IMF aid

Ukraine's Finance Ministry will resubmit a bill ending VAT exemptions on overseas parcels worth up to 150 euros, after the Verkhovna Rada failed to pass it on September 1, Finance Minister Serhii Marchenko said. Passage is a condition for Ukraine to receive a $700 million IMF tranche and 3.7 billion euros in EU macro-financial assistance under a 90 billion euro loan program.

The parcel bill has now failed twice before, in May and again this week, despite a revised IMF deadline of end of July that Ukraine already missed once when the original March deadline slipped. Marchenko said Ukraine can cover defense costs but currently lacks budget funds for non-defense needs, while the defense minister separately cited a $27 billion shortfall.

Three tries at taxing a parcel and still no bill, while the money that's supposed to follow it sits parked at the border like a truck with no paperwork. Somebody in that parliament apparently likes cheap shipping more than they like the promised billions, which is a strange kind of patriotism to hold onto during a war. Eventually the aid runs out of patience before the postage does.
