Spanish Prime Minister Pedro Sánchez told parliament Thursday there is no 'solid proof' Morocco planned or executed July's migrant rush into Ceuta, in which more than 70,000 people crossed in two days and scores drowned. That denial came a day after a Spanish police report, based on satellite images and migrant testimony, described 'total permissiveness' by Moroccan police, including some officers directing migrants toward the water, with far fewer officers than usual at the border.

Morocco has blamed the surge on social media manipulation and denied any relaxation at the crossing. Sánchez separately called 'unacceptable' recent comments by Moroccan ministers asserting historic claims to Ceuta and Melilla, revealing Spain summoned Morocco's ambassador over the remarks, even as he insisted he has no intention of triggering a diplomatic conflict.

Opposition leader Alberto Núñez Feijóo demanded Sánchez's resignation, accusing him of either incompetence or complicity in what he called a possible act of hybrid warfare. Tens of thousands protested across Spain this week over the government's handling of the crisis, while thousands of migrants remain in Ceuta's streets.

A prime minister can say there's no solid proof while his own police report reads like an eyewitness account of the thing he says isn't proven. That's not diplomacy, that's picking which document to believe based on which neighbor you'd rather not upset. Ceuta's residents are the ones sleeping near the fallout of that choice, and a summoned ambassador doesn't fix a street full of people nobody planned for.
