US says dozens of countries helped China dodge Trump's tariffs

A White House report released Thursday claims more than 40 countries, including Canada, India, Mexico, Japan and South Korea, have helped China route exports around US tariffs, costing tens of billions in evaded duties. Trade adviser Peter Navarro said the practice cost American jobs and revenue.

The report describes the transshipping process, moving goods through lower-tariff countries before final destination, as fraud dressed up in paperwork, and claims the US is deploying AI tools to catch it.

China's Washington embassy responded that trade wars have no winners and objected to any unilateral action targeting its companies or third countries.

The report lands weeks before Trump is due to meet Xi Jinping, amid an ongoing exchange of tariffs and export restrictions between the two countries, even after Trump's original April 2025 tariff package was struck down by the Supreme Court.

An administration whose own signature tariff policy got struck down by its own Supreme Court is now issuing reports accusing dozens of allies of helping China dodge those same tariffs, using an estimate with a tenfold margin of error. That's not analysis, that's a dartboard with a press release stapled to it.
