Vladimir Putin has signed a decree letting Russian authorities place critical infrastructure — energy, industry, communications, transport, and logistics sites — under temporary state management when owners fail to defend them against threats including Ukrainian drone attacks. The state property agency Rosimushchestvo, or another government-designated body, would administer seized facilities, funded by revenue the property itself generates.
The decree follows a string of Ukrainian drone strikes on Russian oil facilities and logistics centers belonging to online retailers Wildberries and Ozon. It grants administrators rights over the facility owner's real estate and securities during the takeover period.
