California governor hits the gas on classic car legislation

Governor Gavin Newsom signed Senate Bill 1392, dubbed Leno's Law, exempting collector vehicles from model years 1976 to 1985 from smog checks, provided they're insured as collectibles or driven under 1,000 miles a year.

The bill, authored by Senators Dave Cortese and Shannon Grove, took two years to pass after an earlier version died in the Assembly Appropriations Committee. Jay Leno testified in support, and Senator Catherine Blakespear opposed both versions over emissions concerns.

Newsom also signed Assembly Bill 2541, creating a lowrider license plate program that Assemblymember Mark González said honors Chicano and Latino cultural heritage.

Two years of legislative wrangling to let a few thousand old cars skip a tailpipe test, and the governor's office calls it a beacon of clean air progress. That's the kind of arithmetic that only works if nobody actually does the math on emissions from cars that mostly sit in garages anyway. Still, credit where it's due: the lowrider plate seems like the rare bill nobody had to talk anyone into.
