A Save the Children Canada report finds that while Ottawa provides significant funding for child protection across conflict zones, its willingness to publicly call out violations is inconsistent, applied readily to Ukraine but far less so to Gaza. The organization notes Canadian-made weapons components have been documented in Sudan, Libya, Yemen and reportedly integrated into F-35s used by Israeli forces, despite Canada's arms embargo on Sudan and suspended permits for Israel since January 2024.

Global Affairs Canada spokesperson Thida Ith insists Canada has one of the world's strongest export permit regimes and that no new permits for Israel have been approved since the suspension. Save the Children's Emilie Galland-Jarrett says Canada deserves credit for its Ukraine advocacy but acknowledges the same child-centered messaging has been largely absent from its Gaza statements.

Globally, one in five children live in conflict zones, according to Save the Children, facing violence, food insecurity and displacement as core features of daily life.

A permit suspended on paper does nothing for the sniper rifle already in a militia's hands, and Ottawa's spokespeople know the difference between 'we stopped approving' and 'we stopped shipping' perfectly well. Selective outrage dressed as principle is still just selective outrage.
