Head Start opens a door for millions of young Michiganders. Don’t close it.

The White House has proposed rolling back Head Start regulations, framing the changes as a return to the program's ‘roots’ that would open slots to hundreds of thousands more children by cutting bureaucracy. Critics, including a 2007 reauthorization co-author and Michigan Head Start directors, say the plan would eliminate staff-to-child ratio mandates, support for non-English speakers, and wage and benefit requirements for staff, without adding new funding.

Michigan's program serves more than 26,000 children at nearly 600 sites with over $416 million in federal support. Public comments on the proposal are open through October 6, 2026, at the Federal Register.

Telling a program to serve more kids while quietly removing the staff ratios and pay floors that keep it running is like promising a bigger harvest by pulling out the fence and firing the farmhands. Nobody who has actually run a classroom thinks fewer safeguards produce better outcomes for the same or less money. The word ‘expansion’ is doing an awful lot of work here for a plan that touches every safety rail in the program.
