Latvia introduced new restrictions on Sept. 1 covering imports of printed materials, clothing, footwear, headwear, toys and sports equipment from Russia and Belarus, following a government decision approved Aug. 25. The rules also apply to goods routed through third countries to dodge the ban directly.

The Latvian government says imports from Russia and Belarus already fell 91% between 2022 and 2025, from €2.13 billion to €193 million, adding this to existing restrictions on energy, agricultural, food and fish products, plus earlier blocks on Wildberries and other Russian sites. Officials frame the move as cutting export revenue to Moscow and Minsk and limiting ‘Russian propaganda and politically biased products’ entering the Latvian market.

Banning imports that have already shrunk by 91 percent is less a bold economic strike and more a victory lap dressed up as policy. The propaganda-in-toys framing is doing a lot of work for what reads mostly like tidying up a market that walked itself out the door years ago. Still, credit where due: closing the last 9 percent is easier when you wait until it's mostly closed already.
