Ukrainian Foreign Minister Andrii Sybiha called on the EU to use frozen Russian assets and impose trade and transit restrictions on Moscow, following an Oct. 12 EU Foreign Affairs Council meeting.

Sybiha said Ukraine is open to various ceasefire arrangements, from an energy truce to a full ceasefire, but argued Moscow must be pressured into accepting one, while welcoming the EU's newly adopted sanctions package targeting 1,569 individuals and entities.

The discussions also touched on Ukraine's defense financing shortfalls and the bloc's next steps toward opening accession negotiating clusters, though a competing EU proposal reportedly would restrict Ukraine's rights in areas like agriculture during any gradual integration.
