A billion dollars is the kind of number that stops meaning anything the moment you say it out loud, but it used to mean tanks, shells, or paychecks before it meant a line item that got waved through anyway. Every government fighting for its life still finds room for somebody to skim off the top, war or no war. The red flags were there. Somebody just decided a flag is only a problem if you look at it.
