Rio de Janeiro's electoral court confirmed that Douglas Ruas, backed by Flávio Bolsonaro, won the governorship outright after judges annulled 274,411 votes cast for former Governor Anthony Garotinho, who had been convicted of administrative misconduct but remained on the ballot pending appeal.
With Garotinho's votes removed from the count, Ruas's share climbed to 50.88%, just enough to clear the majority needed to avoid a runoff against Lula-backed Eduardo Paes, who finished with 44.16%. Paes conceded after the Supreme Court rejected his bid to preserve the scheduled Oct. 25 runoff.
Ruas, 37, is under sealed investigation for suspected embezzlement, money laundering, and organized crime involvement. He is set to become Rio's youngest governor since 1975, taking office in January after an appellate judge who has run the state since March steps aside.

When you win a race because the judges threw out the other fellow's ballots after the votes were cast, you didn't so much clear the bar as have somebody lower the floor under you. Fifty point eight eight percent is a majority the way a pie with a third of it scooped out is still technically a whole pie. And the winner walks in under a sealed investigation, which Rio voters may want to keep an eye on, since sealed things in that statehouse have a way of getting opened eventually.
