European Commission President Ursula von der Leyen used her State of the European Union address in Strasbourg to announce what she called the bloc's strongest-ever winter support package for Ukraine, built on three pillars: energy grid repair, accelerated air defense including Patriot missiles and a new joint missile-defense project called Freyja, and stricter enforcement of existing sanctions rather than new ones.

She argued that Russian drone strikes and North Korean ballistic missiles cannot break Ukrainian resistance, framing the fight as one for European self-determination as well as Ukrainian survival.

Separately, the UN Development Programme administrator warned Ukraine faces its most dangerous winter of the war, while Ukraine's prime minister said the energy sector is better prepared than last year but cannot fully protect every substation from saturation strikes.

Calling something the strongest-ever package is easy to say from a podium in Strasbourg; keeping the lights on in Kharkiv in January is a different kind of test. Enforcing sanctions that already exist rather than writing new ones sounds less like escalation and more like admitting the old ones leaked. The Ukrainians bracing for another winter of strikes on their power grid will judge this by kilowatts, not by speeches.
