There is a special elegance to a fraud that requires the public to fund it, and a special institutional silence about who was supposed to be checking the paperwork before the money moved. Matching funds programs are always sold as the antidote to big-money politics, which works right up until someone notices the antidote has no lid on it. The candidates are fringe; the oversight, apparently, was too.
