Hungary declines to join Kyiv-led regional group

Ukraine's President Zelenskyy opened the first Carpathian Summit last Friday, saying seven regional countries including Hungary took part. Hungary's Foreign Ministry says otherwise: it was not a member, did not sign the declaration, and merely sent an acting charge d'affaires to observe.

The dispute lands atop the long-running fight over ethnic Hungarians in Ukraine, which produced a June deal that briefly unstuck EU accession talks before Hungary started blocking them again over alleged non-implementation. Hungarian PM Peter Magyar told parliament Hungary was invited and declined, 'for good reason,' without elaborating.

Ukraine's foreign minister called Hungary's stance 'unnecessarily confrontational' and said Orbán's policies of obstruction seem to be surviving Orbán's own departure. A ruling-party Hungarian politician countered that Hungary has done 'a lot of heavy lifting' and it's Ukraine's turn to deliver, which is the diplomatic equivalent of two neighbors arguing over whose turn it is to fix the shared fence.

Two governments keep telling reporters relations are on the mend, then produce fresh evidence they aren't. Watching this from a distance is like watching two feuding neighbors wave at each other over a fence they both know is about to fall down. Somebody ought to just ask what the actual grievance is instead of trading statements through wire services.
