Kremlin spokesman Dmitry Peskov said on Sept. 4 that there are no concrete preconditions for a peace settlement in Ukraine, while declining to confirm or deny a possible Moscow visit by Trump envoys Steve Witkoff and Jared Kushner. Russian state media reported his comments, which stopped short of ruling anything in or out.

Witkoff and Kushner are reportedly planning stops in Moscow and Kyiv on Sept. 5 and 6, after an earlier planned Kyiv visit on Aug. 24 was postponed over security concerns. Zelenskyy has said Kyiv and Trump's team developed a three-stage plan involving a ceasefire, troop withdrawal, and a buffer zone, details Peskov's remarks did nothing to advance.

Peskov's line is the diplomatic equivalent of a shrug with a briefcase, technically an answer, actually nothing at all. When the man whose job is announcing things won't announce the one thing everybody is asking about, that silence is doing plenty of talking on its own.
