South Korea's Foreign Ministry announced it will recall its ambassador from Ukraine and is demanding an apology after Ukrainian President Volodymyr Zelensky publicly disclosed that Kyiv had transferred two North Korean prisoners of war to Seoul.
South Korea says the two sides had agreed to keep the transfer quiet, and that Ukraine proposed the secrecy in the first place. Seoul acknowledges Ukrainian Foreign Minister Andrii Sybiha offered something during consultations that technically counted as an apology, but says it wasn't enough.
