



Russian forces struck the cargo ship TEDY with drones in the Black Sea on Sept. 9, killing two Azerbaijani citizens and injuring two others, Azerbaijan's Foreign Ministry said. The injured were hospitalized in Chornomorsk, Odesa Oblast, and the ministry says it is arranging repatriation and consular assistance.
The strike follows a pattern of intensified Russian attacks on Ukrainian port infrastructure and civilian shipping since July, including a strike on the Golden Leo that killed 10 people. Ukraine recorded dozens of attacks on vessels and port infrastructure in July alone, with Bloomberg estimating the toll at roughly 2% of Ukraine's GDP; a Ukrainian proposal to mutually halt attacks on civilian shipping was rejected by Russia's Foreign Ministry in August.
