CIA Director John Ratcliffe proposed a trilateral summit between Trump, Zelenskyy, and Putin during an unannounced Moscow visit, according to Axios sources, meeting with Russian intelligence chiefs Sergey Naryshkin and Alexander Bortnikov to gauge whether they could push Putin back to the table.
