The Export-Import Bank reports that as of August 2026 it is not monitoring the end use of any dual-use export — items with both civilian and military applications — because every such loan has been fully repaid. EXIM also financed no new dual-use exports at all in fiscal year 2025, according to the bank's own data.
Congress created this dual-use financing authority in 1994, requiring that any such exports be nonlethal and primarily civilian in purpose, with GAO reporting annually on end uses. This year's report, mandated by that 1994 law, essentially confirms there was nothing to report.
