A new proclamation bars certain Canadian products from entering the United States, the latest escalation in a dairy trade dispute that began with Proclamation 11047 in July 2026 imposing extra tariffs over Canada's cheese quota rules.
The back-and-forth included a three-day tariff suspension in August after Canada reportedly promised to fix the quota system, followed by what the proclamation calls Canada reneging and the tariffs snapping back into effect on August 22. The administration now says Canada has maintained the disputed measures, and has moved from tariffs to a flat exclusion of specified goods under Section 338 of the Tariff Act of 1930.
The proclamation's own timeline shows a rapid cycle of threat, truce, collapse and escalation compressed into under two months, with the administration's senior officials being the sole cited source for Canada's alleged bad faith.

Seven weeks from first tariff to outright ban is fast work even by the standards of a trade fight. When the only evidence offered for the other side's bad faith is 'senior executive branch officials say so,' that's not a finding, that's a press release with a seal on it. Dairy quotas have apparently become the hill everybody's decided to refight annually, and the rest of us just get to watch the price of cheese do the dance.
