European Commission President Ursula von der Leyen used her State of the Union address to call for a European Security Council and an emergency security protocol modeled on NATO's Article 4, which triggers consultations rather than collective defense. She cited a wave of incidents this week alone: a Russian frigate firing signal flares at a Danish helicopter, a Russian drone crossing from Belarus into Lithuania before Italian jets shot it down, and Polish airport shutdowns following strikes in western Ukraine.

Von der Leyen said hybrid threats are becoming steadily less hybrid and less theoretical, citing cyberattacks, sabotage, arson, and drone incursions ramping up daily. She argued existing EU systems were built for a different world and called for a shared playbook so member states convene collectively when one is targeted.

Danish intelligence separately said it uncovered concrete Russian plans to sabotage defense industrial facilities, disclosed earlier this month.

An emergency protocol modeled on a clause that only guarantees a meeting is a modest ask, and that modesty is the tell here. When drones are crossing borders and frigates are flaring at helicopters in the same week a speech gets written, calling for consultations rather than commitments looks like the response of somebody who noticed the fence is down but is still debating who owns the post. Words in a parliament chamber don't stop a drone; they just describe the hole it left.
