Michigan Gov. Gretchen Whitmer announced an $89 million Reclaim the Rivers initiative, funded by environmental settlement dollars, to clean up the Detroit and Kalamazoo rivers. Fifty million dollars will target PCB contamination in the Detroit River, a chemical banned since 1979 and linked to cancer and neurological harm, while $25 million goes to Kalamazoo River restoration and $14 million to a statewide fund for dam removal and wetland work.

EGLE Director Phil Roos said the state money is meant to leverage hundreds of millions more in federal and private funding. Detroit City Councilmember Scott Benson noted the Detroit River cleanup alone carries a roughly $1 billion price tag, calling this investment an incremental bite.

Eighty-nine million dollars sounds like real money until you remember the bill for just one of these rivers runs closer to a billion, and then it starts looking like a down payment on a down payment. Nobody's faulting the intent, cleaning up decades of PCBs is slow, expensive work no matter who's holding the shovel. But the councilman's elephant metaphor is doing the honest work here, this is one bite, and the rest of the animal is still very much uneaten.
