Exclusive: Ukraine could recruit foreign infantry across the front — Butusov on war planning, Drapatyi and army reforms

Yuriy Butusov, a UAV company commander in Ukraine's 23rd Assault Regiment, told Radio NV that reported reforms under new Commander-in-Chief Mykhailo Drapatyi haven't reached his sector in Kharkiv Oblast, despite reports the new leadership favors decentralized command over his predecessor's micromanagement. He said Drapatyi visited his unit personally, which he welcomed, but that coordination and command problems remain unresolved locally.

Butusov said he has not seen the war plan Drapatyi reportedly submitted to the National Security and Defense Council, and said it's difficult to judge how it differs from previous plans he also never saw. He argued that without clear planning on concentrating forces, manpower and ammunition toward defined objectives, operations risk being sustained by improvisation rather than strategy.
