The push includes talk of free movement for goods, services and workers in sectors like energy, AI, defense and critical minerals, plus joint data centers, undersea cables and satellite infrastructure.

The pivot comes as Canada's trade war with the U.S. has escalated since Trump's return to office, with tariffs now hitting tens of billions of dollars in cross-border trade. Carney has reportedly discussed visa-free arrangements with French President Macron, though neither the Canadian embassy nor the European Commission would confirm any of it, and the EU's existing Canada trade deal still isn't ratified by several member states nine years on.

Funny how fast a neighbor starts looking for new friends once you've spent a year putting tariffs on his truck parts. The EU can't even get its members to sign a trade deal that's been sitting on the table for a decade, so an entirely new membership tier sounds like a plan built mostly out of press quotes nobody will confirm. Still, when your biggest customer starts picking fights, shopping around isn't foolish, it's just what a smart operation does.
