GAO reports that BLM's geothermal land nominations jumped from about 25,800 acres in 2020 to over a million in 2025, with drilling permits approved annually rising from seven to 68 over the same stretch. Despite that growth, the agency has no detailed permitting handbooks and no system to track where permits stand.
GAO recommends BLM finalize handbooks and build a unified tracking mechanism; Interior did not respond to the report at all.
