Export ban does not apply: Russia boosts diesel shipments to key market 2.5-fold

Russia increased diesel shipments to Kazakhstan, Kyrgyzstan, Mongolia and Tajikistan by 2.5 times in August compared to July, exporting more than 370,000 metric tons, according to a Moscow Times report cited by NV. The surge comes even as Russia maintains an export ban to other markets, first imposed in July after Ukrainian drone strikes hit refineries and triggered domestic fuel shortages.

Central Asian countries are exempt from the ban because of bilateral supply agreements, making the region a convenient outlet for a diesel surplus that refineries could no longer store. Shipments to Kyrgyzstan rose 16.4 times, to Tajikistan 3.5 times, and Kazakhstan received cargo after getting none in July. Russia reportedly plans to extend the broader export ban through October.

Call a ban a ban only when it actually stops something, and this one is leaking diesel out every side that isn't nailed shut. The refineries got hit, storage tanks filled up, and suddenly the neighbors who signed the right paperwork are swimming in fuel nobody else can buy. That's not an embargo, that's a farmer moving cattle to whichever field still has fence standing.
