The Government Accountability Office reports that the Defense Security Cooperation Agency has completed 46 of 66 workforce provisions required by the 2024 defense authorization law, with 15 in progress and five not yet started.

DSCA oversees a security cooperation enterprise valued at $104.4 billion in weapons sales and training for FY 2025, and officials say a federal hiring freeze imposed in January 2025 has slowed staffing for the Human Capital Initiative. The agency is compensating by shuffling duties among existing staff and doing position analysis manually because its tracking systems still do not talk to each other.

DSCA now projects full implementation by fiscal year 2028, four years past the law's original ask, citing personnel shortfalls and a management information system that does not yet exist.
