The White House issued a statement accusing Senate Democrats of unanimously blocking the Stop Insider Trading Act, legislation that would bar members of Congress, their spouses, and dependent children from trading individual stocks. The release notes President Trump called for the bill during his State of the Union address and claims nearly 90% of Americans support it.
The release also mentions, almost as an aside, that the bill bundled in a voter ID requirement for elections — a detail that might explain more about the vote than the insider-trading framing lets on. House Democrats reportedly opposed similar legislation in July as well.

When somebody sells you a pickup and tucks a second loan inside the paperwork, you don't get to act shocked when the buyer walks off the lot. Banning stock trades in Congress is a fine idea that nearly everybody likes, which is exactly why you'd staple voter ID to it if what you really wanted was a vote to complain about. If the White House wants the ban, it can send it over by itself and see who blinks.
