A GAO report finds USPS has added 1 to 2 days to expected delivery times for some First-Class Mail since 2021 as part of a strategic plan meant to cut costs and restore financial health. USPS also lowered its own service performance targets that same year and has still failed to meet most of them since.

In April 2025 USPS further changed delivery expectations, and GAO found the slowdowns have disproportionately hit rural customers according to oversight entities and industry stakeholders it consulted. Despite diagnostic tools and regular operational meetings meant to address the shortfall, GAO concludes the agency's actions simply haven't worked, compounded by USPS's ongoing poor financial condition.

GAO recommended USPS use its next strategic plan update, due in 2027, to clearly communicate to Congress and the public what it's actually doing about service performance. USPS agreed to the recommendation.

Slower mail and no better bottom line is not the trade anybody signed up for, it's just the one they got. An agency that lowers its own targets and then still misses them is grading on a curve it drew itself and still failing the class. Waiting until 2027 to explain what went wrong feels less like a plan and more like a very long pause before the apology.
